Since the organization of the Firm, highly qualified HAL staff members have completed hundreds of civil, water resources and environmental engineering related studies, master plans, designs, and construction related services for public and private clients in Utah and other states.  The accumulated construction value of projects designed by HAL exceeds $500 million.

Recent representative projects include the following:


PRICE CITY
PRICE CANYON TRANSMISSION PIPELINE
Carbon County, Utah

During 2000 HAL was selected by Price City to design a new water transmission pipeline which conveys water from the City water treatment plant located in Price Canyon to an existing reservoir in Price City. The new 12-mile long 20-inch pipeline replaces two older transmission pipelines located in Price Canyon. The project includes several river, railroad and major highway crossings, tight utility corridors through mining areas, corrosive soils, environmentally sensitive areas and several hundred feet of elevation difference. HAL services included alternative pipeline alignment studies, pipeline sizing optimization studies, hydraulic analysis including transient consideration, funding assistance, surveying, final design, corrosion control, right-of-way description, environmental and utility permitting and services during construction. Construction of the new $10 million transmission pipeline was completed during 2003.


FLUORIDATION IN SALT LAKE & DAVIS COUNTIES
(60 fluoridation sites for 10 entities)

During the last five years, HAL has played a significant role in the planning, design and construction of fluoridation facilities in Salt Lake and Davis Counties in Utah. After the two counties voted to proceed with fluoridation of all public water supplies, HAL began an intensive effort to prepare the firm for helping our many clients implement the new regulations. Efforts began with selected HAL senior water system engineers and designers attending training classes provided by the U.S. Environmental Protection Agency, U.S. Centers for Disease Control, Utah Division of Drinking Water and the County Departments of Health. In addition, research was completed by HAL into the latest technical equipment and safety procedures.  HAL was subsequently selected to plan and design fluoridation facilities at 60 separate sites in the two counties.  Projects have been completed for Salt Lake City, Granger Hunter Improvement District, Weber Basin Water Conservancy District, Layton City, Magna Water Company, Sandy City, West Jordan City, South Weber City, Hill Air Force Base, and South Salt Lake City. In, addition, because of the expertise developed by HAL, we have been invited to make presentations at several technical and professional societies regarding the engineering, operation, safety, and economic considerations involved with the planning and design of fluoridation facilities.  


RANCH IRRIGATION PROJECT
Box Elder County, Utah

During the last two years, a large Utah ranch retained HAL to provide engineering services for water right and irrigation issues. The 25,000 acre ranch straddles the Utah and Idaho borders near Snowville, Utah. HAL completed an Irrigation water right analysis and provided recommendations of how to reconcile and maximize the water rights for 7,000 acres of irrigated land. HAL worked with water right lawyers and the State of Utah to prepare change applications and complete proofs required for water right improvements. Along with maximizing water rights, HAL also completed an extensive analysis of the irrigation distribution system. A computer hydraulic model was prepared and other engineering work was completed to study the existing performance of pumps, pipelines, and valves. Improvements were recommended to maximize efficiency and water rights. HAL continues to work with the ranch on the design of irrigation system improvements, following-up on water right applications, and the preparation of water right proofs. 


CHURCH OF JESUS CHRIST OF LATTER-DAY SAINTS
TEMPLE SQUARE WELL REHABILITATION
Salt Lake City, Utah

During 2003, the LDS Church selected HAL to design a well rehabilitation program to remove severe mineral deposits from the Church’s Well No. 4. This well is used for heating and cooling of the Church Office Building and alternately injects warm water discharged from the cooling system during the summer months and produces warm water for heating during the winter months. The original injection/production flow rate of this well had dropped from about 2,500 gallons per minute to about 200 gallons per minute due to the deposits. Using bench scale laboratory tests on samples of the mineral deposits, an acid mixture and treatment program was selected to effectively remove the deposits without creating hazardous conditions in the Main Street Plaza environment. After the well was treated with the acid mixture, the well was brushed resulting in nearly 100% removal of mineral deposits and restoration of the flow rate to about 2,500 gpm. HAL services included design of the rehabilitation program, coordination with the service contractor and the Church, preparation of specifications, preparation of backup and contingency plans addressing potential hazardous conditions related to acid use and handling, and on-site observation of the acid treatment.


CENTRAL WEBER SEWER IMPROVEMENT DISTRICT
WEST WEBER OUTFALL SEWER
Weber County, Utah

During 1997, HAL was retained by the District to complete the planning and design of a new 12-mile outfall sewer. The project includes 10 miles of gravity sewer ranging in size from 15 to 48 inches, 2 miles of force main ranging in size from 18 to 22 inches and two pump stations. The project includes a river crossing, railroad and highway crossings and wetland considerations. Services provided by HAL included preliminary design, hydraulic modeling, route analysis and selection, surveying, final design, funding assistance, easement descriptions, assistance with public meetings, environmental permitting and services during construction. Construction of the $9 million project was completed during 2002. 


PACIFICORP
WATER RESOURCE INVESTIGATIONS

HAL has been involved for nearly thirty years in assisting Pacificorp (and former Utah Power and Light) with water resource related efforts throughout Utah and neighboring states. Efforts began when Vaughn Hansen Associates (HAL’s predecessor firm) was retained to serve as main coordinator for the water resource and environmental studies associated with the Emery Power Plant Units 3 & 4 in Emery County, Utah.  Investigative efforts included the comprehensive evaluation of surface and ground water supply alternatives (quantity and quality), water storage and conveyance requirements and wastewater disposal. Studies included hydrologic investigation, facility cost estimates and environmental impact investigations. Similar subsequent efforts for Utah Power included preliminary site investigations for potential power plants at Delta, Nephi, Axtell, Emery, Huntington, Wellington, Green River, Soda Springs and Naughton. Through the years a wide variety of surface and groundwater resource studies, water rights investigations, environmental permitting efforts and water related facility designs have been completed for Utah Power and Energy West Mining at several sites in Utah.  Most recently, HAL was retained to plan and design the water supply facilities for a new Pacificorp power plant to be located near Mona, Utah.
