Richard M. Noble

Mr. Noble, is a Civil and Environmental Engineer at Hansen, Allen & Luce, Inc. (HAL) with over 40 years of professional experience in the water resources industry. He has helped plan, design, and complete numerous water development projects for public- and private-sector clients. These many projects have benefited municipal and agricultural water users. Among his many award-winning projects is Piute Dam Rehabilitation, which received national attention when it was named the 2005 National Rehabilitation Project of the Year by the Association of State Dam Safety Officials.

Richard has experience in the planning and design of drinking water and irrigation water systems including pump stations, dams and storage reservoirs, pipelines, and canals, as well as writing experience in the preparation of numerous reports including master plans, feasibility studies, and environmental impact statements. He has performed and supervised hydrology and project operation studies for numerous water projects, and has extensive public involvement experience including directing activities of interagency and interdisciplinary teams. Richard has a B.S. degree in Civil and Environmental Engineering from Utah State University.
