Kathryn Floor, MS

Environmental Engineer

Kathryn is a Water Resource Specialist at Hansen, Allen & Luce (HAL). Prior to her position at HAL, Kathryn worked as an environmental planner on NEPA and state-funded environmental projects throughout the west. Her expertise includes working closely with environmental resource leads, technical staff, and project management tasks for the NEPA process and documentation development; analyzing and documenting resource impacts and ensuring compliance with environmental regulations and permits; technical writing; public and stakeholder engagement; and water quality data collection and analysis.

Now at HAL, Kathryn received her Water Rights Certification with the Utah Division of Water Rights, specializing in water right inventories, analysis, and protection strategies. Over the past several years, she has worked extensively across the state of Utah—including Salt Lake County, Davis County, and Utah County with more than a dozen municipalities—supporting local governments in securing and managing their critical water resources.

Her work focuses on conducting comprehensive water right inventories, identifying potential vulnerabilities, and providing strategic recommendations to ensure compliance, optimize usage, and maintain long-term water right viability. With a deep understanding of Utah’s unique regulatory landscape and water use priorities, she is well-positioned to navigate current and future water challenges.  In her spare time, Kathryn enjoys trail running, skiing, fishing, cooking, and traveling. She received her M.S. degree in Environmental Engineering from the University of California, Riverside, and her B.S. degree in Environmental Studies from California State University, Monterey Bay.
