Chris is a Project Manager at Hansen, Allen & Luce (HAL). Chris has been a leader in the development of impact fee facility plans and analysis for over 20 years. Since the Utah Impact Fees Act in 2011, Chris has developed and refined impact fee calculation processes to be accurate and easily updated. He worked with industry leaders to develop a defensible method for preparing impact fees. HAL then created a streamlined system to update them annually.

Chris has over 30 years of experience in design, project management, and leadership in civil engineering. Chris has emphasized impact fees, master plans, rate studies, and standards development in his career. Projects he has designed and managed include: water and pressurized irrigation pipelines, PRVs, metering/AMI, and well, springs, filter, reservoir, and pump house work; wastewater pipelines and lift stations; roads, railroad crossings, powerlines, retaining walls, parks, and trail systems. He has 14 years of experience as a Public Works Director over the following divisions: Engineering, Water and Pressurized Irrigation, Wastewater and Water Reclamation, Power and Light, Streets and Stormwater, Fleet and Garbage Services, and the Airport.
