Sr. Project Manager
After three decades of service to Utah’s municipal government and public works engineering sector, Chris joins HAL as a Senior Project Manager. Chris brings thirty years of experience in design, project management, and leadership in civil engineering to the HAL team. He has designed and managed drinking water, pressurized irrigation, wastewater, street, and stormwater projects.
For fourteen years Chris served as a Public Works Director for one of the fastest growing communities in Utah County. With a fundamental mission to grow responsibly, Chris led the following divisions: Engineering, Water and Pressurized Irrigation, Wastewater/Regional WRF, Power and Light, Streets and Stormwater, Fleet and Garbage Services, and the Airport.
He has served as the Vice President of the Central Utah Branch of APWA, Chairman of the Utah APWA Specifications Committee for the 2012, 2017, and 2025 standards publications, and Chairman of the South Utah Valley Water Users Association, South Utah Valley Solid Waste District, and the Mount Nebo Water Agency technical committees.
Chris’ dedication to Utah municipal water resource engineering has earned him several honors including the Strawberry Water Users Association 2015 Distinguished Service Award, UCEA City Engineer of the Year Award, UAPA 2017 Friend of the Industry Award, UFSMA 2010 Award for Levee Project, and Governor and ACI 2004 awards for the citywide pressurized irrigation system.
Chris received his B.S. degree in Civil Engineering from Brigham Young University. Chris loves to travel with his family. One of his favorite things to do in a foreign city is to look at how they construct their public facilities and get ideas.
