Celinda is a Civil Engineer and Project Manager at Hansen, Allen & Luce (HAL). She leads the water right team at HAL with over a decade of experience with water rights in Utah assisting public and private parties manage valuable water resources.
Through expert evaluation and planning, she strategically preserves and protects water rights in accordance with state law. Her experience includes groundwater studies, regional water studies, water right evaluations, water resources master planning, well design projects, soil evaluations, and geologic hazard mapping throughout Utah, Oregon, and Hawaii.
Celinda received her M.S. and B.S. degrees in Civil Engineering from Brigham Young University.
