New hires at HAL

Ethan Youngberg received a B.S. degree in Civil Engineering from the University of Utah. He specializes in designing all types of water conveyance facilities as well as reviewing, rating, and rehabilitating existing wastewater infrastructure. He has experience in modeling drainage districts and creating masterplans, and he regularly performs calculations and contributes to the development of engineering drawings, specifications, and cost estimates. Using his skill in Civil 3D, he designed gravity storm drain and wastewater pipelines, pressurized water conveyance and facilities, and well site projects. Ethan chose a career in civil engineering because he loves to see how communities integrate with the existing environment around them. In his spare time, he enjoys running, going to farmers’ markets, and testing new recipes on his friends and family.

Steven Hall joined HAL as a civil engineer in December 2025. He has more than 17 years of experience in water resources engineering, including master planning, hydraulic modeling, municipal water system design, and construction management. His background spans both consulting and municipal utility work, with extensive experience delivering large scale, award-winning water infrastructure projects throughout the Southwest. Steven holds an M.E. in Civil Engineering from Colorado State University and a B.S. in Civil Engineering from Brigham Young University. He is a licensed professional engineer and maintains advanced proficiency with AutoCAD Civil 3D, ArcGIS Pro/Online, and water modeling software.

Jade Fisher is a project engineer at HAL. She recently graduated from the University of Utah, earning a B.S. in Civil and Environmental Engineering. Jade interned at HAL for a year prior to accepting a full-time position in May 2025. During her internship, she gained experience in hydraulic and hydrologic modeling. Now she works with the Environmental Services team gaining experience in environmental compliance and technical field work as a Construction Quality Assurance (CQA) technician in the solid and hazardous waste industry. As a CQA technician, she gained hands-on experience in compacted clay liners and ensured project requirements were met during the installation of a 16-acre multi-layer geosynthetic liner system. In her free time, Jade enjoys running, going to concerts, and spending time outdoors with her family and friends.

Mia Angeletti (not pictured) joined HAL in December 2025 as an administrative assistant. Mia is currently a student at the University of Utah, studying business administration. In her spare time, she loves to travel, cook, read, and spend time with her family and friends.
