Dave Decker, PE, recently joined Hansen, Allen & Luce as a Senior Project Manager. Dave spent over three decades serving the public in various municipal positions. Most recently he directed the Provo City Public Works Department for 12 years. During this time he led some of the most important projects for the City.
Focused on improving delivery efficiency, energy costs savings and meeting new state regulations, Dave initiated projects that include the westside tanks and transmission lines, the Provo River Diversion Rehabilitation, and the Advanced Treatment Facility WATRR Center (WRF). Together HAL and Dave played a significant role in developing Managed Aquifer Storage and Recovery (MAR/ASR) for Provo City. The regional treatment plant and river diversion are two projects specifically constructed to allow ASR to begin operation in Provo.
Dave brings a depth of knowledge and experience in design, project management, and leadership in civil engineering. He has worked closely with elected officials, government agencies, and the public to facilitate the construction of many significant infrastructure projects.
During his career Dave has led the planning, design, and construction for a municipal infrastructure projects including water, wastewater, stormwater, parks, trails, transportation, and regional airports.
Dave is an active member of APWA and AWWA. In addition to his engineering background, he is a licensed water operator. Dave received his B.S. in Civil Engineering at the University of Utah. He enjoys spending time with family outdoors hiking, canoeing, and camping. He also enjoys music and playing a variety of sports including soccer and hockey.
