Delmas is a Water Resource Collaborator, Civil & Environmental Engineer and Project Manager at Hansen, Allen & Luce (HAL).
As a professional engineer with over three decades of experience, Delmas has innate leadership ability, knowledge and expertise, and experience in water resources, water rights, technical engineering principles, and project management. He is intimately familiar with the dynamics of Utah’s water resources, specifically as it relates to regulations, public policy, engineering, administration, and technical requirements. Delmas is concluding a 3-year term as Director of the AWWA Intermountain Section. He continues to lead in the AWWA Water 2050 initiative in real-time monitoring and predictive analytics.
He serves as a project manager and client service manager for master planning, water rights, water supply development, infrastructure design, permitting, bidding, construction, and contract administration. Above all, Delmas enjoys collaborative problem solving with people and seeks for win-win solutions in all of his professional efforts.
