MARVIN E. ALLEN, P.E.
President
Director of Engineering
Technical Director - Water Resources Management

Mr. Allen, President of HAL, has practiced engineering for more than 27 years, and is a registered Professional Engineer in Utah, Nevada, Oklahoma and Arizona. His personal areas of focus include surface and ground water resources, hydraulics and hydrology, water quality, water supply, storm water and flood control, hazardous waste and environmental issues. Marv serves as the Firm's Director of Engineering having responsibility for the successful completion of all projects completed by HAL. In addition to being involved in a wide variety of water related projects, he has had extensive involvement in the permitting, planning, design and construction of solid waste, RCRA hazardous waste, TSCA waste and industrial waste landfills and repositories in various states throughout the United States. Marv has served in leadership capacities in several professional and technical organizations, including President of ACEC - Utah and ACEC National Director, representing ACEC-Utah, and President of the American Water Resources Association - Utah Section. During 2003 he received the Outstanding Service Award from the American Water Resources Association - Utah for his service to the consulting industry. Mr. Allen is also serving as a member of the Utah State University Department of Civil Engineering Advisory Board.  During 2004, he was nominated by ACEC-Utah as their choice for Utah Engineer of the Year.  Marv received B.S. and M.S. Degrees in Civil and Environmental Engineering from Utah State University.

WILLIAM S. BIGELOW, P.E.
Senior Project Manager
Technical Director - Drinking Water

Mr. Bigelow has 27 years experience in municipal water systems planning, design, construction, and operation.  His overall water system experience includes source analysis, regional and local water system master planning, and pipeline, pump station, and reservoir planning and design.  Bill is a recognized expert in well design and rehabilitation including the design and management of aquifer storage and recovery (ASR) systems.  Prior to joining HAL in 1990, Bill served as Sandy City Water Engineer for 5 years, and as a water supply and waste disposal engineer for the U.S. Indian Health Service for 6 years.  He has been active in the American Water Works Association for 25 years and currently serves as Chairman of the Small Systems Committee.  Bill received B.S. and M.S. degrees in Civil Engineering from Brigham Young University.  He is a recipient of the HAL Service with Integrity Award and the HAL Technical Excellence Award.

DAVID E. HANSEN, P.E.

Dr. Hansen has more than 25 years experience in the management of water related engineering studies and design projects. His experience has included the design and management of many surface and ground water projects for both the public and private sector with emphasis on surface water hydrology, runoff conveyance evaluation and design, flood control, ground water resource investigations, well design and evaluation, well house and pumping facility design, pipeline design, conveyance system hydraulics, environmental permitting, regulatory compliance, water rights, and litigation support, . David has served on various committees and organizations including the American Water Works Association where he has served as Section Chairman, member of the Board of Trustees, and Chairman of the Annual Conference Program Committee for several years.  He has also served as the Summit County District Engineer over the Water Concurrency Program, and as President of the Timberlakes Water Special Service District. David has a B.S.C.E. degree from the University of Utah, and an M.S. degree in Civil and Environmental Engineering and a Ph.D. degree in Fluid Mechanics and Hydraulics from Utah State University. Both the M.S and Ph.D. degrees specialized in water resource and ground water modeling.

WILLIAM A. LUCE, P.E.

Mr. Luce has more than 35 years experience in the management and engineering of water oriented projects. Bill has specialized in drinking water, waste water and water quality management, and has served a wide variety of public clients ranging in size from small communities to large cities, special districts, counties, and state and federal government. He has served in leadership roles in several professional and technical societies, and has received many awards for his service in the water area, including the Grant K. Borg Award from the Water Environment Association of Utah, the Arthur Sydney Bedell Award from the national Water Environment Federation, and the Calvin K. Sudweeks Award from the Utah Water Quality Board. Bill has also served in a wide variety of civic organizations including Member and Chairman of the Utah Water Quality Board, Member of the Utah Drinking Water Board, Member of the Utah Community Impact Board, Member and Chairman of the Davis County Board of Health, and Member of the Utah State University College of Engineering Advisory Board.  During Year 2000, Bill was named Utah Engineer of the Year by the Utah Engineers Council.  He received B.S. and M.S. degrees in Civil and Environmental Engineering from Utah State University.

RICHARD M. NOBLE, P.E.
Senior Project Manager

Mr. Noble has more than 26 years of professional experience in the water resources industry. He has helped plan, design, and complete numerous water development projects for public- and private-sector clients. These many projects have benefitted municipal and agricultural water users. One of his recent projects, Piute Dam Rehabilitation, received national attention when it was named the 2005 National Rehabilitation Project of the Year by the Association of State Dam Safety Officials.  Richard has experience in the planning and design of drinking water and irrigation water systems including pump stations, dams and storage reservoirs, pipelines, and canals, as well as writing experience in the preparation of numerous reports including master plans, feasibility studies, and environmental impact statements. He has performed and supervised hydrology and project operation studies for numerous water projects, and has extensive public involvement experience including directing activities of interagency and interdisciplinary teams.  Richard has a bachelor’s degree in Civil and Environmental Engineering from Utah State University and is a registered Professional Engineer in Utah.  He is a member of the American Society of Civil Engineers, American Water Works Association, and Utah Water Users Association, and is an affiliate member of the Association of State Dam Safety Officials. He is also actively involved in the American Council of Engineering Companies – Utah Where he currently serves as chairman of the Water Resources Committee.

GREGORY J. POOLE, P.E.
Chief Engineer
Technical Director - Surface Water Hydrology and Hydraulics
Technical Director - Storm Water and Flood Control

For more than 27 years, Mr. Poole has served as Project Manager, Project Engineer or Technical Advisor on a broad spectrum of water resources related engineering projects.  Greg has specialized in complex analyses and studies in surface and groundwater hydrology, hydraulics and water quality.  He has participated in many of HAL's significant master planning, design and construction related projects involving culinary and irrigation water supply, wastewater disposal, storm drainage and flood control, water quality protection, watershed management, and wetlands permitting.  Because of Greg's in-depth understanding of technical issues, he serves as a Special Advisor for Engineering Excellence on many of the Firm's more complex projects.  He has served as President of the Utah Society of Professional Engineers, and is a member of the Ethics Committee of ACEC-Utah and the Program Committee for APWA-Utah Section.  Greg received B.S. and M.S. degrees in Irrigation and Water Resources Engineering from Utah State University.  He received the Silver Beaver Award from the Boy Scouts of America.  Greg is a recipient of the HAL Service with Integrity Award and the HAL Technical Leadership Award.

KENT C. STAHELI, P.E.
Senior Project Manager
Technical Director - Solid and Hazardous Waste

Mr. Staheli has more than 22 years experience in design and management of engineering projects. His experience includes feasibility studies, permitting, design, construction contract administration, construction quality control, construction quality assurance, and quality assurance auditing. Kent specializes in landfill design and closure including municipal solid waste, industrial waste, RCRA solid hazardous waste, TSCA waste, and low level radio active waste landfills. His landfill design experience includes 294 million cubic yards of permitted landfill capacity involving single, double and triple liner systems and composite liner systems consisting of compacted clay liner and geosynthetic clay liner components to those systems.  He has also participated in many water resource related projects including culinary water systems, sanitary sewer systems, storm water management, and water rights efforts. His services have included master planning, design, and construction.  He has served in leadership positions in the American Society of Civil Engineers and is a member of the Solid Waste Association of North America.  Kent received a B.S. degree in Civil Engineering from Brigham Young University, and an M.S. degree in Water Resources Engineering from Utah State University.  He is a recipient of the HAL Service with Integrity Award and the HAL Client Relations Award.
